Sol. 1815 ई. में जब ब्रिटिशों ने गोरखाओं को हराकर कुमाऊँ और गढ़वाल पर अधिकार किया, तब गार्डनर ने यहाँ पहला राजस्व बंदोबस्त लागू किया। यह व्यवस्था भूमि कर निर्धारण हेतु की गई थी।
